Why do we have Wastewater Winter Averaging?
Your water meter measures your monthly water use, but there is no meter to measure your wastewater use. Wastewater averaging provides a measure that is generally reflective of the amount of water that goes directly into the wastewater system from your property. Wastewater averaging is based on your an average monthly water usage during November, December, January, February and March. Then, the average is determined by calculating the average of winter months. This measurement is taken during the winter months as outdoor watering is usually minimal; therefore it is easier to estimate the amount of water that goes directly into the wastewater system, as opposed to the usage for outdoor watering. This average will be used to calculate your wastewater charges until the next year, when the average will be recalculated. Your water meter is generally read around the 22nd or 23rd of every month.
The monthly customer charge for wastewater is a fixed fee updated annually:

- Volumetric Rate = $ 7.81/thousand gallons (based on winter average)
