Updates: Rollingwood Water System Improvements, Nixon/Pleasant Drainage Project and Hubbard/Hatley/Pickwick Drainage Project

At the November 2022 Bond Election, voters approved Proposition A ($5.3 MM for improvements to the city’s water system as identified in the city's Water System Capital Improvements Plan).

The City has engaged the City Engineer, K. Friese & Associates for the design of these water system improvements. This page will be kept up-to-date with project progress and milestones. 

Scope of the Water System (CIP) Bond Program Packages 1-4 Work:

  • In total, the City will be installing or replacing approximately 11,000 LF of waterlines and appurtenances (valves, hydrants, pressure reducing valves) at various locations throughout the City
  • Existing water services will be reconnected to the new water mains
    • Water service disruption is expected to last less than one day and will be coordinated in advance during construction

Drainage Projects:

The Nixon/Pleasant Drainage Project and Hubbard/Hatley/Pickwick Drainage Project were previously funded by Tax Notes Series 2020 and were bid with Water System CIP Packages 1-4.

  • Google Fiber to install fiber in Phase 1 areas. Phase 1 paving will be delayed until completed.

May 2024

February 2024 - April 2024

  • Construction Activities for Hatley/Almarion PRV to begin on April 29.
  • Construction Activities continue:  Fire Flow Improvements to Westgate Circle, Jeffrey Cove, Ewing Circle, South Crest Drive, Timberline Ridge and Inwood Cove.

January 2024

This LETTER regarding the water and drainage projects was sent to all residents in Rollingwood the first week of January. 

Construction Activities will commence the week of January 2, 2024. Package 1, which includes Fire Flow Improvements to Westgate Circle, Jeffrey Cove, Ewing Circle, South Crest Drive, and Michele Circle. Activities will include:

  • Pre-construction investigation of existing utilities
    • Potholing - This includes very small excavations to locate the underground utilities. These will be backfilled and asphalt replaced.
  • Mobilizing equipment and materials to the area
  • Performing pre-construction documentation of existing conditions (photos and/or videos)
    • This will be largely focused on sidewalks, curbs, driveways, landscaping, etc. to make sure that any damage caused by the contractor is repaired
  • Surveying
    • This will be to layout the alignments of the improvements. There may be some spray paint, and/or wooden stakes placed.

December 2023

  • Pre Construction work has begun in preparation for construction commencing in January 2024.

November 2023

  • The City Council held a Special City Council meeting on Monday, November 6, 2023. At this meeting, AO services was selected as the contractor for Water CIP Bond Program Packages 1-4 as well as the Hubbard/Hatley/Pickwick and Nixon/Pleasant Drainage Projects.

October 2023

  • Bids for Water CIP Bond Program Packages 1-4 were due on October 12, 2023 at 11:00 am.
  • The City Council will review the submitted bids at the regular City Council meeting on Wednesday, October 18, 2023.

September 2023

  • The design of Water CIP Bond Program Packages 1-4 has been completed! The project is out to bid with bids due on October 12, 2023 at 11:00 am.

July 2023

  • Progress is being made on the design of the Water System Improvements. We are still on track to have the projects designed and completed in Fall 2023.

Monday, April 23, 2023

  • Geotechnical borings are scheduled at four different locations in the city's street right-of-way. Work should be completed within one day and traffic control will be set up to divert traffic around equipment. 

Monday, April 3, 2023

  • Field surveying in street Rights-of-Way Began. This is expected to be ongoing for 2-3 months. 

Wednesday, March 22, 2023

  • The City Council approved proposal from K. Friese and Associates for Design, Bid and Construction Phase Services for Water System Improvements Packages 1-4 at the Regular City Council Meeting.
